Fly wheel changes are done to increase or reduce the amount of rotating mass
in the motor.
Have you ever wondered why it takes some motors a long time to slow down
after you close the throttle, and some motors slow down instantly. It is
relative to the amount of rotating mass connected to the motor. Making the
flywheel lighter will allow the motor to accelerate faster, as in Supercross
racing.
Making the flywheel heavier will help it maintain motor speed, as in off road
enduro racing
